We are moving to a monorepo that uses
pyproject.tomlandhatch. This requires a series of migrations, including this one. This PR inclues:setup.py/dev-requirements.txttopyproject.toml/hatch.tomlmypyandpytest) intopyproject.tomltox.ini,pytest.ini, etc.)
